Inclusionary and other zoning code updates that support/require mixed-income housing throughout the region:
Updating zoning codes to allow accessory dwelling units (ADUs) by right and to allow “home sharing.”
Updating zoning codes to allow 2-4 dwelling unit residential buildings in all areas of the municipality. Incentivize affordable rents through a bonus to 6-unit buildings that have an affordability component.
Ensure that new developments with HOAs (Home Owner Associations) cannot establish HOA rules that prohibit ADUs.
Create down payment assistance programs to increase the homeownership rate of low income households.
Encourage and support discussions on the intersection of housing and education to support schooling for children of all incomes, races and ethnicities and mixed income communities (https://prrac.org/pdf/nar-presentation-june-2020.pdf).
Encourage and support Low Income Housing Tax Credit projects in high opportunity areas of each municipality.
